Suspicious transaction reporting is what

Suspicious Transaction Report (STR) is a formal notification submitted by financial institutions and designated businesses to their national Financial Intelligence Unit (FIU) when they suspect funds stem from criminal activity, money laundering, or terrorist financing. These reports, often mandatory, must be filed promptly upon identifying suspicious behavior, regardless of the transaction amount. 


Key Aspects of Suspicious Transaction Reporting:

What to Report: Any transaction, attempted transaction, or activity that deviates from a customer’s normal profile, such as large, unexplained cash amounts, complex transfers, or inconsistent business logic.


Process: Front-line staff identify red flags and report internally, then a compliance officer files the STR with the national FIU, often via systems like goAML.

"Tipping Off" Prohibition: It is strictly illegal to inform the client or anyone else that an STR has been filed.


Required Details: Reports should include the 5 W’s: Who (customer details), What (the transaction), When (date/time), Where (location), and Why it is suspicious.

Examples of Suspicious Activity: Reluctance to provide identification, complex third-party payments, transactions with high-risk jurisdictions, or illogical financial behavior. 


Differences Between Reports:

STR (Suspicious Transaction Report): Focuses on a specific, initiated, or attempted transaction.


SAR (Suspicious Activity Report): A broader term often used for suspicious behavior, patterns, or circumstances, even if no transaction occurs.

TTR (Threshold Transaction Report): A report based specifically on exceeding a currency threshold (e.g., $10,000). 


Consequences of Non-Compliance:

Failure to report suspected money laundering or terrorist financing can result in severe penalties, including fines or criminal charges against the institution and its staff.
